According to his Wikipedia page, he is the current chairman of the Jammu Kashmir Liberation Front and a former terrorist.

He was detained for the second time in 2019 by the National Investigation Agency (NIA) on terror funding accusations. Dar, Sayeed Salahudeen, and others have been accused by the NIA with “conspiring to wage war against the government” and fomenting trouble in Kashmir.
Sayeed Salahudeen, the head of the Hizbul Mujahideen, is one of his co-accused. Despite the fact that the Hizbul Mujahideen has been recognised as a terrorist group by India, the European Union, and the United States, it works freely within Pakistan.

A video became popular on the internet after the publication of the film “The Kashmir Files.” Terrorist Farooq Ahmed Dar nicknamed Bitta Karate gives a media interview in this video. During his questioning, he said that he felt uneasy during his first murder. But he continued to murder people after that. He killed around 20 individuals, the most of them were Kashmiri Pandits. He also assassinated an individual who was connected to RSS.
Bitta spent 16 years in jail. He was given bail in 2006 when no tangible evidence was produced against him. He was said to wander the streets of Srinagar hunting for Pandits between 1980 and 1990. If he was discovered, he would draw his revolver and kill them dead on the spot.
He joined the Jammu Kashmir Liberation Front after being released from prison. After the Pulwama tragedy, the NIA arrested him again in 2019 on accusations of terror funding under anti-terror legislation.
