The Jammu and Kashmir government on Thursday asked all employees to submit details of annual asset statements between January 1 and January 31 and warned them not to submit with action under the Prevention of Corruption Act and denial of their vigilance clearance.

Sub-section 2 of section 9 of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets and Other Provisions Act, 1983 states that it shall be incumbent on every public servant to submit an annual return of assets held by him and In the month of January every year, the members of his family will have to indicate the reason for increase in the asset and its source, if any.

“The Jammu and Kashmir Public Servants Declaration of Assets Act and Rules provide for imposition of penalty for non-submission of asset returns by public servants,” the government said in a circular. “Provided further that if a public servant fails to submit the annual return without any reasonable cause which he is required to show, he shall be guilty of criminal misconduct under the Prevention of Corruption Act and shall be punishable under the aforesaid action would be punishable”.

The Act and Rules also stipulate that every public servant shall submit an annual property return in respect of all properties held by him and his family members in accordance with the directions issued by the Government from time to time.
“With a view to make the process of filing property return employee friendly, the Government of Jammu and Kashmir has launched the online portal for filing of Annual Property Return (PRS-Portal) by every employee of the Government of Jammu and Kashmir, as mandatory under. and in accordance with the provisions of the Kashmir Public Servants Property Act and the Rules made thereunder and the Declaration of Employees Conduct Rules, every year ending on December 31, on or before January 31 of the next calendar year,” the circular said.

PRS-Portal can be accessed on http://prs.jk.gov.in And the employees can file their annual property return on the portal from 1st January and this facility is automatically closed on 31st January every year. “Non-submission of property returns by employees will lead to action under the Prevention of Corruption Act, besides, denial of their vigilance clearance.” Accordingly, the Government advised the employees working under the Government of Jammu and Kashmir to file their property returns for the year 2022 from January 1 to January 31, 2023, on the PRS-portal.

Further, all the DDoS have been asked to ensure the registration of those employees who have not yet registered on the PRS portal. time. The portal will happen automatically.
