Jammu and Kashmir government regularizes 646 in-charge principals of SE department

In a major development, the government has regularized more than 646 officers of the School Education Department, who were posted as in-charge principals in various schools.

Administrative Secretary to the Government of School Education Department, BK Singh said that among the total regular officers of the department who are posted in various schools and acting as in-charge principals, they include Senior Lecturer and Regional Education Officer (ZEO).

Singh said that orders were issued on the recommendations of the Departmental Promotion Committee (DPC) set up in 2019.

Meanwhile, an order in this regard was also issued, stating, “The Principal in charge, senior lecturers and ZEOs in the School Education Department are allowed to regularize as principals and equivalents.”

Singh said regularization is without prejudice to the outcome of any writ petition or vigilance pending in any competent court or any case pending in the Crime Branch Department.

While stating the terms of regularization, the order stated that the selected Principal who also serves as the Drawing and Disbursing Officer (DDO), will take an undertaking from the concerned officer.

“Undertaking shall be in the shape of an affidavit duly verified by the class-1 magistrate that if his service statement, PG certificate is forged, forged, tempered or issued by an unrecognized university or the course is proved later. In the event of non-recognition, they will have no claim for regularization and the regularization order issued in their favor will be deemed to have been ab-initio canceled without notice, ”it reads.

It also states that the concerned DDOs will obtain LPC and other related details from the respective DDOs of their parent offices before fixing the pay of these officers in the relevant pay scales as amended from time to time.

Jammu and Kashmir Higher Education Department Secretary, Sushma Chauhan said that as of now the online learning system will continue till the resumption of in-person educational activity is allowed by the government.

In a circular issued by the department earlier this month, the government has ordered the concerned authorities to continue conducting online educational activities in government degree colleges in the summer zones of Jammu division.

The government said, “In the normal course of the academic calendar in government degree colleges of summer zones in Jammu division, from June to mid-July, the normal course of the academic calendar is declared for 45 days and the holiday coincides with the completion of the syllabus of all academic semesters, The government said.

The Higher Education Department has also said in a circular that the completion of course work for the ongoing semester has been affected due to disruption in normal academic activities due to COVID-19.

“It is thus imperative to cover the remaining syllabus so that the examinations are planned in the next two months and the resultant admissions in different semesters are on time,” it reads.

The government said that in view of the extraordinary circumstances and suspension of individual academic activities due to normal summer vacation, there will be no pause in online academic activities in government degree colleges of Jammu division.

“It is further ordered that the period from June-01-2021 to July-15-2021 in respect of professional employees of Government Degree Colleges of Jammu Division shall be deemed to be on duty with immediate effect,” the government said.
